- Health Plans That Pay You Back! Health Advantage is a fully-insured retrospective funding arrangement for employers with 51 or more employees. If your actual claims come in below expected claims for the year, you will get 50-100% of your surplus back**. And all claims are fully insured. So if you exceed expected claims, you won’t owe a penny more.
